To wrap up on a series of three Maritime Center posts (see 1, see 2), I saved the third for last because of the recent funding announcement by Brian Higgins. This set of renderings depicts John Montague’s vision for the land that surrounds the Coast Guard property at the Outer Harbor. Well before the announcement was ever made that the land surrounding the Buffalo lighthouse would one day be freed up for public use, John made up these visionary plans to show how the land might be used. Let’s hope that his other visions will also, one day, come to reality.

As you can see, this property (in both Higgins depiction and Montague's depiction) becomes a veritable playground for boaters, bikers and hikers. As in all of John’s depictions of the waterfront, people are completely connected with the surrounding water features. In this scenario, water taxis would launch from this property and take passengers across the inlet to an area nearby the home of the Miss Buffalo. As it stands, waterfront leaders like Higgins and Rick Smith (owner of Rigidized Metals) have proposed similar water taxi operations. It was not long ago that Rick built what he called The Six Pack – a boat that made its maiden voyage down the Buffalo River carrying a handful of dignitaries (no more than six of course).

So here we see that there are people in the community who have an understanding as to what our waterfront needs. These are plans that are doable and could (and should) be completed within our lifetime. Can you imagine what would happen if all of these plans were looked at in the form of a Master Plan? The waterfront connection leading from the Outer Harbor to The Buffalo River to the Inner Harbor to LaSalle Park to the West Side Rowing Club would be impressive to say the least.

    This is great, but that loop at the very end almost cries out for some kind of iconic feature (tower, water feature, etc.) which could be both a huge draw and addition to the Buffalo skyline as seen from the lake. It could also celebrate Buffalo's heritage - as it would be located at that point where Buffalo was born. Buffalo had 18th century settlements where the river meets the lake. Later, both the Holland Land Company and the Ellicott brothers sensed that this confluence of river and lake would give rise to a major community, and their 1805 survey and layout for what became Buffalo reflects that. The breakwaters at this location, built by the community in a heroic effort, created the Buffalo harbor and caused Buffalo to be designated as the western terminus of the Erie Canal - and ultimately the gateway to the midwest. The lighthouse there is one of the oldest structures in the city.

    It would be cool to see what ideas the ever-creative minds of Buffalo could hatch for a "signature" (oops - perhaps a bad word choice!) feature within the loop at this location. It could be a huge draw, especially in addition to the recreational amenities in John's vision, and the natural attraction of Times Beach - quite a great mix on the peninsula.

    I like the idea of water taxis. They will allow us to keep the skyway and scrap the lift bridge plan.

    Maybe Dr. Montague can then talk about golden bridges and what you would do with 1 Million dollars. I'm sorry, I trust none of his ideas.

    It is remarkable that in such a small town as Buffalo-where everyone seems to know each other-still ECHDC has no idea of anything of this-how could anyone else explain the comments made by their chair:" We have no clue what to do with the Outer Harbor". My vote is to put John Montague in charge of ECHDC, since he knows more than most about waterfront planning and implementation. Here is a man who walks the talk!
