MOVE SCHOOL BOARD ELECTIONS TO NOVEMBER – The Council adopted a resolution, sponsored by North District Council Member Joseph Golombek, Jr., showing its support for amending New York State education law to allow the Buffalo School Board elections to coincide with the November general elections.
TRICO BUILDING MORATORIUM – The Council approved a resolution establishing a moratorium on the demolition of the Trico Products Building until December 31, 2013 for further feasibility studies on behalf of interested parties.
BUFFALO EMPLOYMENT & TRAINING CENTER – The Council adopted a resolution, sponsored by Council Members Richard A. Fontana and Demone A. Smith, requesting that the Buffalo Employment & Training Center (BETC) collaborate with the Western New York Homeless Coalition by networking, attending at least one meeting per quarter, providing monthly communication regarding efforts and conducting two collaborative efforts per year.
RECYCLING WITHIN BMHA PROPERTIES – The Council approved a resolution, sponsored by Council Members Joseph Golombek, Jr. and David A. Franczyk, calling upon the Buffalo Municipal Housing Authority (BMHA) to institute an authority-wide recycling program tailored to meet the needs of its residents. Further, the resolution requests that BMHA institute the recycling program in order to help promote protection of the environment, while making itself fiscally responsible to the taxpayers of the City of Buffalo.
THE 15TH ANNUAL ALLEN WEST FESTIVAL- The Council approved a resolution, sponsored by Fillmore District Council Member David A. Franczyk, granting permission to the Allentown Association, Inc. to conduct the 15th Annual Allen West Art Festival subject to specific terms and conditions.
PRIDE MONTH IN THE CITY OF BUFFALO – The Council adopted a resolution, sponsored by Council Members LoCurto, Rivera, and Franczyk, recognizing the many civic contributions of the Lesbian, Gay, Bisexual, Transgender, and Queer (LGBTQ) community in the City of Buffalo and of the Pride Center of Western New York and encouraging all people to share in the pride of the City’s diverse citizenry by participating in the Pride Flag Raising on May 28, 2013 and the many events and celebrations during Pride Week in the month of June.
PEDESTRIAN SAFETY AT 190 RAMP – The Council adopted a resolution, sponsored by Ellicott District Council Member Darius G. Pridgen, requesting that the New York State Department of Transportation immediately assess and rectify the threat to pedestrian safety at the 190 Ramp, located at Church and Bingham Streets, near the Adam’s Mark Hotel.
HOME RULE MESSAGE – ACT TO AMEND VEHICLE AND TRAFFIC LAW –The Council adopted two resolutions, both sponsored by Majority Leader and Masten District Council Member Demone A. Smith, supporting New York State (“NYS”) Senate Bill #S.870-A and NYS Assembly Bill #A.3702-A, which would amend the Vehicle and Traffic Law to allow the City of Buffalo to adjudicate traffic infractions.
HOME RULE MESSAGE – ACT TO AMEND THE LOCAL FINANCE LAW –The Council adopted two resolutions, both sponsored by Majority Leader and Masten District Council Member Demone A. Smith, supporting New York State (“NYS”) Senate Bill #S.4244 and NYS Assembly Bill #A.5897, which would amend the Local Finance Law to allow the City of Buffalo to sell its bonds and notes by private sale.
TRAILBLAZING SIGN – The Council approved a resolution, sponsored by Majority Leader and Masten District Council Member Demone A. Smith, allowing the installation of a trailblazing sign at the corners of Northland and Jefferson Avenues proclaiming the area of Northland between Jefferson and Humboldt Parkway “Vera Medley Foster Way”.
ORDINANCE AMENDMENT – The Council approved an ordinance amendment, sponsored by South District Council Member Christopher P. Scanlon, amending Section 309-17 of the City Code making provisions for golf cart use on both the Cazenovia and South Park Golf Courses

WAIVING OF FEES
• The Council approved a resolution, sponsored by Ellicott District Council Member Darius G. Pridgen and Masten District Council Member Demone A. Smith, waiving the Park Rental and Event Fees for the following events:
o The G.I.R.L.S. Sports Foundation/NICYO Female Basketball Slam Jam to be held on July 13, 20 and 27, 2013 at Masten Park.
o The Randy Smith Basketball League to be held July 8 to August 16, 2013.
• The Council approved a resolution, sponsored by Ellicott District Council Member Darius G. Pridgen, waiving the permit fees associated with The El Shaddai Church’s West Side Christian Children’s Parade to be held on August 31, 2013.
• The Council approved a resolution, sponsored by South District Council Member Christopher P. Scanlon, waiving the park and event fees for the South Buffalo Football Carnival to be held May 24, 2013 to May 27, 2013.
